Arjho Turner

Josephine (Arjho) Caturan Latimban Cariño Turner is an immigrant from the Philippines who currently resides in the metropolitan Atlanta, Georgia, area as a US citizen. She is married and the mother of two young children. She is proud of her heritage belonging to the Blaan Indigenous Peoples group of south-central Mindanao.     



Josephine graduated with a BS in Agriculture majoring in Plant Pathology from the University of the Philippines at Los Baños (UPLB). She later earned her Master’s degree in Environment and NaturalResources Management from U.P. Open University (UPOU). She has also achieved a Certificate of Accomplishment for Philippine Arts & Culture Massive Open Distance eLearning Courses. In August 2021, she was awarded the Public Leadership Credential (PLC) by the Harvard University - HarvardKennedy School.     



Before immigrating to the USA in 2006, she worked in Sarangani Province as the Luntiang Lumad Project (LLP) Manager. Following that role, she worked as the Indigenous Peoples DevelopmentProgram (IPDP) Manager. She co-authored scientific research publications on the subject oftraditional upland rice varieties grown in the hinterlands of Sarangani Province as part of apartnership with researchers and professors of Mindanao State University in General Santos City. As acultural advocate and co-founder of the KafyeBlaan Empowerment, Inc., she created and maintainedcultural advocacy websites and Facebook Pages highlighting cultural masters and their skills transferspecific to Indigenous Peoples cultures from her home Region. She also collaborated with culturalworkers for various exhibition projects. She has become a resource for various cultures and artsforums. One of the topics of the forums, Cultural Mis-Appropriation, became the focus of her policydesign course while studying at the Harvard Kennedy School. She is currently engaged by thePhilippine Senate Committee on Cultural Communities as a member of the Technical Working Groupfor the following acts: Community Intellectual Rights of Indigenous Cultural Communities/IndigenousPeoples Act and the Comprehensive Anti-Discrimination Act. She serves as a Member of the Board forthree non-profit organizations in the state of Georgia: Galing Foundation, Inc., Nickajack ElementarySchool Foundation, Inc., and Ministry in Motion International Dance Theatre, Inc. For civicengagements, she serves as the Community Cabinet Member for Cobb County District 2Commissioner, a founding member of the Cobb Multicultural Coalition (CMC), a member of theSustainable Smyrna Group, and a trained Climate Reality Project Leader.



In 2015, she earned the Certificate of Accomplishment for Project Management Principles and Practices from the University of California Irvine (UCI) as part of her professional project managementtraining. She currently holds four global professional credentials and certifications from the Project Management Institute (PMI): Portfolio Management Professional (PfMP), Program Management Professional (PgMP), Project Management Professional (PMP), and Agile Certified Practitioner (PMI-ACP). In addition, she is a certified Professional Scrum Master I (PSM I). She is a business owner,Founder and CEO of ACT International Consulting, LLC, an educational consultancy providing online mentoring for leadership, portfolio/program/project management, and agile coaching. Currently, she is the Eduhubspot Program Director for Southeast Asia Region. Eduhubspot is an Authorized TrainingPartner (ATP) of PMI providing online mentoring for individuals aspiring to take professional credential exams from PMI. She is an approved PMI-ATP PMP Instructor.
